
Tom joined CVSA in January 2026, after 33 years with the Federal Motor Carrier Safety Administration (FMCSA) and the U.S. Department of Transportation. At FMCSA, Tom was associate administrator for research and registration, providing executive leadership for the agency’s commercial vehicle research and advanced technology testing/evaluation project portfolio, its data analysis and program effectiveness programs, and the Office of Registration. Tom also served as director of FMCSA’s Office of Safety Programs, managing grant programs, Commercial Driver’s Licensing (CDL) regulatory standards, and the North American Borders Division, where he coordinated medical standards and CDL reciprocity agreements with Canada and Mexico. In addition, Tom served as director of FMCSA’s Eastern Service Center, overseeing the New Entrant Safety Assurance Program, Hazardous Materials Program, Enforcement Program, and grants in partnership with 15 northeastern and mid-Atlantic states, Puerto Rico and the U.S. Virgin Islands. Tom holds bachelor’s and master’s degrees in applied economics from the University of Maryland, College Park.
