Update on Relevant U.S. Regulations

PHMSA Publishes Updates on Special Permits
On June 12, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published updates on special permit applications:

PHMSA Publishes Final Rule Streamlining Requirements for the Approval of Certain Energetic Materials
On June 2, PHMSA published (PDF) (opens in a new tab) a final rule amending the Hazardous Materials Regulations by streamlining the classification and approval process for transporting certain energetic materials. The final rule is effective on July 2.

UCR Plan Requests Nominations to Board of Directors
On June 1, the Unified Carrier Registration (UCR) Plan Board of Directors requested (PDF) (opens in a new tab) nominations of qualified individuals from each of the Federal Motor Carrier Safety Administration’s (FMCSA) four service areas for appointment by FMCSA to the UCR Plan Board of Directors. The selected individuals will fill four vacancies for terms which will begin immediately on appointment and expire on May 31, 2029. Nominations are due by July 13.

FMCSA Requests Comments on CMV Marking Requirements ICR
On June 1, FMCSA requested (PDF) (opens in a new tab) comments on the Commercial Motor Vehicle (CMV) Marking Requirements information collection request (ICR), which relates to the CMV marking regulations. Comments are due by July 1.

Update on Exemptions

FMCSA Grants Truck-Lite Rear Lamp Exemption
On June 3, FMCSA granted (PDF) (opens in a new tab) Truck-Lite Co. LLC’s (Truck-Lite) application for a limited five-year exemption to allow motor carriers to install Truck-Lite and/or sister company ECCO auxiliary amber brake-activated pulsating lamps on the rear of CMVs in addition to the steady-burning brake lamps required by the Federal Motor Carrier Safety Regulations. The exemption is effective May 29, 2026, through June 3, 2031.
