Christopher J. Turner

Director of Leadership Development and Member Services

Chris Turner originally joined CVSA in 2019 as the director of enforcement data and judicial outreach and returned in 2025 as the director of leadership development and member services. From 2022 to 2025, Chris served as a District Magistrate Judge for the Third Judicial District in Topeka, Kansas, where he acted as the district’s duty judge.  Chris spent more than two decades with the Kansas Highway Patrol (KHP), retiring at the rank of captain. As a CVSA inspector, drug recognition expert, standardized field sobriety instructor and crash reconstructionist, he oversaw the state’s Motor Carrier Safety Assistance Program, fixed and mobile weight enforcement operations, accident reconstruction teams and impaired-driving training programs. During his tenure with KHP and CVSA, Chris testified before the U.S. Congress and the Kansas Legislature on issues related to commercial motor vehicle safety and transportation policy. He served as CVSA president from 2017 to 2018. Chris is a graduate of Washburn University School of Law, where he earned his Juris Doctor.
