UCR Announces Upcoming Enforcement Subcommittee Meeting
On Feb. 28, the Unified Carrier Registration (UCR) Plan announced (PDF) (opens in a new tab) an upcoming meeting of the UCR Enforcement Subcommittee. The meeting will be held virtually on March 5, and advanced registration (opens in a new tab) is required
FMCSA Announces Enforcement Discretion Related to 'Federal Motor Carrier Safety Regulations; Correction' Final Rule
On Feb. 24, the Federal Motor Carrier Safety Administration (FMCSA) published (PDF) (opens in a new tab) a notification of enforcement discretion announcing that FMCSA will not take enforcement action against regulated entities for failing to comply with the final rule and correction (PDF) (opens in a new tab) titled “Federal Motor Carrier Safety Regulations; Correction” until March 20.
PHMSA Publishes Updates on Special Permits
On Feb. 24, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published updates on special permit applications:
- List of Applications for Special Permits (PDF) (opens in a new tab) – Comments are due by March 26.
- List of Applications for Modification of Special Permits (PDF) (opens in a new tab) – Comments are due by March 11.
- Notice of Actions on Special Permit Applications (PDF) (opens in a new tab) – Comments are due by March 26.
FMCSA Reopens Comment Period for Transparency in Property Broker Transactions NPRM
On Feb. 18, FMCSA reopened (PDF) (opens in a new tab) the comment period for the Transparency in Property Broker Transactions notice of proposed rulemaking (PDF) (opens in a new tab) (NPRM). Comments are due by March 20.
PHMSA Releases Interpretation Related to Compressed Gas Cylinders
On Feb. 12, PHMSA released (PDF) a clarification to the Hazardous Materials Regulations (HMR) in response to a question on requalification requirements for compressed gas cylinders which included specific examples of compressed gas cylinders. PHMSA shared that 49 Code of Federal Regulations § 180.205(d) includes the criteria for scenarios where a cylinder must be tested and inspected.
PHMSA Releases Interpretation Related to Requirements for Real-time Electronic Train Consist Information
On Jan. 2, PHMSA released (PDF) a clarification to the HMRs in response to multiple questions regarding the requirements for real-time electronic train consist information adopted in the HM-263 final rule. PHMSA shared responses to each of the questions in the interpretation.
